of dennis rodman going there with kim jong-un, going back, doing the sunday talkers saying he doesn't want war. wants to speak with the president? >> well, you know, rodman got in to see kim jong-un, i couldn't. i went with eric schmidt at google. i don't think it was serious diplomacy. but i don't want to diminish rodman. it could be that the weight of this new leader is through nontraditional diplomacy. ngos. >> former chicago bulls? >> well, i won't say a sports person, but, you know, we need to talk to this guy. and he, i think, is unfortunately heading in the wrong direction. so i hope some diplomacy emerges after we put on these sanctions which i support. after we say, look, there's going to be a cost for all of this bellicose rhetoric and nuclear tests and the missile launches. i think they're gearing up for a big negotiation, the north koreans, where they say, look, you want us to stop this stuff. we want food, fuel, sanctions. >> right. >> some big grand bargain. i think that's what they're doing. but, you know, i've been there many times. i don't know what they're up to. >> great

with south korea, they are cautious about what kim jong-un means about that exactly. here is nbc's ian williams from south korea. >> reporter: craig, not only did north korea declare a state of war, it says it will now deal with south korea according to war-time regulations. it's not clear what that means since this peninsula has been in a technical state of war for 60 years. officials here in seoul dismiss the claims and a rally where tens and thousands turned out shouting death to the u.s. imperialists. he's already scrapped the korean war and cut lines. kim has ordered his missiles on stand by to strike the u.s., guam, even hawaii. experts doubt he has the ability to hit u.s. targets and thinks it would be pretty suicidal to try. they believe a full-scale conflict is extremely unlikely but they do worry about a more localized provocation, perhaps around yellow waters where the north has been holding exercises. there have been several clashes there in recent years and when i visited, i found the most vulnerable island ten miles of the north on a high state of alert. they fear he may

: well, i think it is a problem, craig. the obama administration had been hoping when kim jong-un took over that he would help to lead north korea out of isolationism. really the opposite has happened. he's become more bellicose than his father and these intercepters are going to be placed because of recent provocations from north korea and there is a sense that they've made advances in nuclear capabilities. last week, north korea threatened a preemptive nuclear strike against the united states and also they're ending their treaty with south korea. to there is a lot of concern. we should say this move to increase the number of intercepters marks a shift in the obama administration's policy, because back in 2010, they had said they weren't going to add new intercepters. this comes as president obama is just starting his second term. he's mapped out an ambitious agenda. but experts say this is going to take up a large portion of the next several years, concerns about north korea and iran, as well. >> let's talk about the vice president for a second, vice president biden is going to be le
